I.Call to Order: The COSELL Board meeting was called to order at 5:00 p.m. by Chair Deborah Mayo Jefferies.
II.Minutes: The minutes of the last COSELL Board meeting were approved.
III.Treasurer's Report: Bill Beintema reviewed the treasurer's report, which showed a balance of $3,418.78 as of 04/12/97. Bill also reported that the dues notices will be distributed shortly. Three new schools have joined COSELL recently.
IV. Old Business:
| A. | Strategic Plan: no report. |
| B. | Yankee Book Peddler: The chair asked that this issue be discussed later in the agenda under the report of the Technical Services Roundtable. |
| C. | Statutes at Large CD-Rom/CIS COMPASS: Rosalie Sanderson reported that there is no longer a consortium price for this set. The price now is $1,900 for everyone for the complete set. This is lower than the old consortium pricing structure. The co ntact for the set is Randy Martinez, Potomac Publishers, 800-910-0281. Rosalie also reported that she had talked with Neil Maslansky, Electronic Products Marketing Coordinator for CIS, regarding CIS's COMPASS product. Rosalie asked that any members of C OSELL who might be interested in a consortium agreement with CIS about this product should indicate their interest on the list of members being circulated. Twelve schools indicated some interest in the product. One school, Nova Southeastern, already sub scribes to COMPASS. Rosalie reported that interested individuals could see a demonstration of the product at www.cis.pubs.com. Pauline Aranas and Mark Bernstein asked members to also indicate on the circulating list of members if their schools collected foreign law materials. Twelve schools indicated that they collected in this area. |
| D. | COSELL Home Page: Marguerite Most reported the URL for the COSELL home page is www.law.unc.edu/cosell. She encouraged members to look at the home page and to make suggestions about format and content. |
| E. | Foreign Law Collection Development Project: Mark Bernstein distributed an interim report of the Duke University School of Law Library's project. He suggested that other Southeastern academic law library might want to use the Duke model to do a si milar analysis of there foreign law collections. He also suggested that it might be a good addition to the COSELL home page to show the collecting levels in foreign law of the member libraries. |
| A. | Report from the Roundtables: Anne Klinefelter reported that eight people attended the Computer Services roundtable discussion. They discussed (1) various ways to get help with computer-related problems (TECKNOIDS, email individuals you know, etc. ); (2) the COSELL home page and ways to make it more effective (content more important than graphics, include collection development policies, statistics about member libraries, etc.); (3) Lexis and Westlaw concerns; (4) use of the Internet; (5) hardware problems in computer labs; and (6) methods to keep in touch with each other to help resolve problems. Kelly Browne reported that twelve people attended the Public Services roundtable discussion. They discussed (1) the COSELL home page and what would mak e it more useful to members; (2) Mark Bernstein's analysis of the Duke Law Library foreign law collections and how to encourage other law libraries to do the same; (3) reference, computer lab, and circulation policies; and (4) job descriptions. The Techn ical Services roundtable discussion was led by Mary Lou Corbett. Both Technical Services librarians and some directors attended this roundtable discussion and discussed (1) Yankee Book Peddler discount program for acquisitions; (2) COSELL home page; (3) a periodicals consortium along the same lines as the YBP new monographs agreement; and (4) binding issues. |
| B. | Yankee Book Peddler: After a discussion of the various options regarding the renewal and re-negotiation of the YBP contract, a motion was made to "renew the contract under present or better terms." The motion was seconded and approved. Mary Lou Corbett and tom Steele (Wake Forest) will continue to work on the YBP agreement. |
| C. | Special Funding Project Award: Deborah Jefferies announced that the COSELL Board had approved a grant proposal from the UNC Law Library for $1,412 to develop a CD-Rom database containing an inventory of the 4th Circuit Records and Briefs located a t the UNC Law Library. UNC Law Library has an extensive collection of 4th Circuit records and briefs. Other law libraries (Washington and Lee, University of Virginia, and others) sent their collections of 4th Circuit records and briefs to UNC after UNC agreed to serve as the depository for them. Copies of the CD-Rom database will be provided to all COSELL libraries. |
| D. | Election Report: Deborah Jefferies reported the results of the recent COSELL election. Rosalie Sanderson (University of Florida) was elected Chair, and Pauline Aranas (Vanderbilt) was elected Vice-Chair. Marguerite Most (North Carolina) and Herb Cihak (University of Kentucky) were elected members-at-large. Continuing members of the Board are Bill Beintema (Treasurer), Mary Mahoney (Secretary), Deborah Mayo Jefferies (Past Chair), and Timothy Coggins (Member-at-Large). |
| E. | Welcome New Members: Deborah Jefferies announced that COSELL has three new member institutions: Howard University, the University of Orlando, and American University. Deborah welcomed members from those schools to the meeting. |
VII. Adjournment: Deborah turned the meeting over to incoming COSELL Chair Rosalie Sanderson. Rosalie adjourned the meeting.
